On 26 April the Institute of Public Administration organised the training of trainers event on the “Multi-level administrative-territorial organization and governance – theory, comparative international practice and the Moldovan context” course developed in partnership with CMI – Martti Ahtisaari Peace Foundation.
The course will be part of the teaching offer at the Institute of Public Administration and will serve as a basis for competence development and continuous professional development of central and local government staff as well as broader stakeholder groups.
The aim of the course is to build capacity and raise awareness among wider stakeholders on conceptual issues related to the typology of state and administrative-territorial organization, principles of good governance through the prism of multi-level governance with a focus on local self-government and territorial self-government, covering legal, institutional and administrative aspects of the organization and functioning of the Autonomous Territorial Unit of Gagauzia in the Republic of Moldova, drawing on comparative international practice in order to ensure greater applicability of the theoretical knowledge gained.
Since 2015, the CMI has accumulated the expertise and knowledge to contribute, through the course developed by the Institute, to strengthening the knowledge of civil servants, academics and other stakeholders to make this knowledge available to a wider public, as well as to improve the understanding of the specificity of Gagauz autonomy within the Republic of Moldova

The necessity and topicality of this course is obvious if we look at the insufficient information about autonomy, the relations between the centre and autonomy, but also the knowledge needed for civil servants to be applied in practice.

The course, which lasts 24 academic hours, comprises four teaching modules. Conceptual and comparative aspects and approaches of multi-level governance were presented through the examples of South Tyrol (Italy) and the Aland Islands (Finland) and the contribution of CMI experts. The training of trainers was conducted with the participation of professors from the State University of Moldova, the State University of Comrat and the “Alecu Russo” University of Balti. The course will be digitized and offered on the Institute’s platform for learning.
CMI is a Finnish organisation working in the field of conflict prevention and resolution through dialogue and mediation. CMI was founded by Nobel Peace Prize laureate Martti Ahtisaari in 2000. In the Republic of Moldova, the CMI implements the “Gagauzia Dialogue” project with financial support from Sweden. In the framework of the project the CMI facilitates the informal dialogue process between the Parliament of the Republic of Moldova and the People’s Assembly of Gagauzia on the Working Group platform.
