On November 27, 2024, the Institute of Public Administration (IAP) with the support of CMI – Martti Ahtisaari Peace Foundation, launched the training and professional development course “Administrative-territorial organization and multi-level governance – theory, comparative international practice and the context of the Republic of Moldova”. The event took place at the Institute’s premises, with live streaming, and was attended by members of academia, the local and international expert community, and local public authorities.
The event was opened by Mr. Igor Sarov, Rector of the State University of Moldova, who mentioned the importance of constant inter-institutional dialogue and communication for a harmonious development of society. Serghei Palihovici, Director of the Institute of Public Administration, presented the content of the course, as well as the digitized version in online format.
The course is dedicated to strengthening the capacities of public officials in the field of multilevel governance, with the main aim of improving cooperation between central and local public authorities. It aims to provide participants with a solid knowledge of key concepts related to power-sharing and delimitation of competences, dispute resolution and the relationship between the centre and self-government. It also includes examples of European comparative practice of functional territorial autonomies.
Natalia Djandjgava, CMI project manager, said that the course provides a thorough understanding of multi-level governance adapted to the specific context of the Republic of Moldova and integrates relevant international good practices, which can be a pillar of support for the relations between the center and autonomy in our country.
The course is available in both online and face-to-face formats and the registration periods are published on the Institute’s website in the Training and Professional Development section. The program comprises 24 academic hours and is intended for civil servants, officials and other interested categories, including university professors and master students. The course manual has also been developed to provide a theoretical basis for the study process and is available for download in Romanian and Russian on the Institute’s website.
The piloting of the course, which took place in November on the IPA e-learning platform, was a remarkable success, with over 200 civil servants registered. The first 77 graduates of the e-course appreciated the quality of the materials and the relevance of the topics to their professional work.
Participants emphasized that the course provides a valuable platform for an in-depth understanding of territorial autonomy and inter-institutional relations, thus contributing to the capacity building of public administration in the Republic of Moldova.
The development of the course was made possible thanks to a Memorandum of Understanding between IAP/USM, and CMI. This collaboration is part of the “Gagauzia Dialogue” project supported by Sweden, and aims to promote inclusive and effective governance in the Republic of Moldova.
