The Constitutive Meeting of the Civil Dialogue Platform was held in Gagauzia: operational mechanisms were approved and further steps were defined

On 3 February 2026, the constitutive meeting of the Civic Dialogue Platform in ATU Gagauzia took place, with the support of CMI – Martti Ahtisaari Peace Foundation, in partnership with the Public Association “Center for Regional Policies and Reforms”. The meeting marked the official establishment of the Platform and the approval of its Rules of Procedure and functioning, which define the framework and basic principles of its activities.

The meeting brought together representatives of civil society, academia, local public authorities, the business community, and the media, as well as representatives of the Embassy of Sweden and CMI. The broad participation of stakeholders from different sectors reflected a shared willingness to strengthen dialogue and cooperation at the regional level.

During the meeting, participants discussed and approved the Rules of Procedure of the Civic Dialogue Platform and elected the Platform’s Coordinator and Secretariat. These bodies will ensure the effective functioning of the Platform, the coherence of its actions, and the continuity of its work.

The participants also started an introductory discussion titled “Administrative-Territorial Reform in the Republic of Moldova – the Gagauzia Perspective.” The discussion focused on the potential implications and practical aspects for the region in the context of the administrative-territorial reform announced by the national authorities. To continue substantive work on this topic, participants expressed their availability to establish a thematic working group. According to the Rules of Procedure, working groups will develop proposals, studies, analytical notes, and other materials, and the results of their work will be submitted for consideration by the Platform Assembly.

Also, the participants agreed the capacity-building program aimed at supporting the active and informed participation of Platform members.

#The Civic Dialogue Platform in ATU Gagauzia was created within the “Gagauzia Dialogue” project, implemented by CMI with support from Sweden. The Platform aims to support the active participation of citizens, civil society organisations, academia, business representatives, the media, and engaged citizens in decision-making processes, as well as in monitoring the implementation of regional policies. The Platform operates as an informal, apolitical, open, and voluntary structure, creating safe conditions for the participation of all stakeholders.
