Multilingual Education in Republic of Moldova: Framework approved and pilot phase launched

On 18 September 2025, the Ministry of Education and Research approved the regulatory framework for the implementation of multilingual education in allophone schools in the Republic of Moldova.

Under the new regulatory framework, pupils will study both in Romanian language and their mother tongue and international languages, contributing to the development of their linguistic and intercultural skills.

The document also provides for the strengthening of the partnership between schools, families and communities, as well as the continuous training of teachers, who will receive training in the application of modern and effective methodologies. It includes the action plan for 2025–2030, models of multilingual education applicable in the Republic of Moldova, as well as regulations on the organisation and monitoring of multilingual education process in general education institutions.

The process of developing the regulatory framework benefited from the support of CMI – Martti Ahtisaari Peace Foundation, which, at the request of the Ministry, provided technical expertise and methodological support. CMI actively supported the working group set up within the Ministry in partnership with HCNM to develop the action plan and regulations on the organisation of the implementation of multilingual education in general education institutions and facilitated the exchange of international good practices with support of CMI partner: Eurac Research.  This allowed the European experience to be adapted to the realities of the Republic of Moldova.

For the 2025–2026 and 2026–2027 academic years, a pilot phase is planned in selected schools before rolling out nationwide. Throughout this process, as well as in the implementation of the Action Plan, CMI will continue to support the efforts of the Ministry of Education and Research with Sweden’s support as part of the ”Gagauzia Dialogue” project by providing local and international expertise, thus contributing to the effective implementation of multilingual education in the Republic of Moldova.
