Secretariats of the Parliament and the People’s Assembly of Gagauzia exchanged experience and discussed strengthening cooperation

On 26-27 January, 2023, CMI – Martti Ahtisaari Peace Foundation organised a working visit of representatives of the Parliament Secretariat to the People’s Assembly and the Executive Committee of Gagauzia. The purpose of the visit is to strengthen cooperation between the secretariats of the Parliament and the People’s Assembly of Gagauzia and to exchange experience in analysing procedures and practices of drafting laws with a view to improving the legislative process.

During the visit, working meetings were held with MPs and the Secretariat of the People’s Assembly of Gagauzia, representatives of the Department of Justice of ATU Gagauzia and the Legal Department of the Executive Committee of Gagauzia.

On 26 January, representatives of the Legal Department of the Parliament Secretariat met with the leadership of the Gagauz People’s Assembly. The meeting discussed the work of the People’s Assembly, the procedures for drafting local laws and approving national laws, cooperation between the legislative and executive bodies of the autonomy and other issues. At the same time, mechanisms to improve cooperation between the Parliament and the People’s Assembly were discussed.

We are interested in the proper functioning of the People’s Assembly and we understand that its activities depend directly on the secretariat to identify legal ways to solve the tasks it is entrusted with, so that all decisions taken by the legislative body comply with the highest requirements and, above all, with the Constitution of the country.

During this period we have worked hard with colleagues in the People’s Assembly and the Executive Committee, sharing our experience and learning about local practices. We want this exchange of experience to contribute to improving the quality of the legislative process at both local and national level.

At the end of the visit, conclusions were drawn and next steps were set out to intensify cooperation between the Secretariats, and to support the Parliamentary Working Group on Gagauzia.
