Parliamentary Working Group on Gagauzia approved the package of normative acts on the mutual consultation process

Today, on October 25, 2022, the formal meeting of the Parliamentary Working Group on Gagauzia (PWG) took place where the package of normative acts on consultations was examined. It includes draft laws on the amendment of the Rules of Parliament adopted by Law No. 797/1996, amendment to Article 32 of Law No. 100/2017 on normative acts, and draft laws on the amendment of some local normative acts related to ATU Gagauzia. The meeting was organized and facilitated by CMI – Martti Ahtisaari Peace Foundation.

We are glad that today we met face to face after a break, in the meantime colleagues have been working on the topics of the Agenda, which we will discuss today. I hope that today’s meeting, and those to come, will be based on a constructive approach, so that the Working Group will have tangible results.

During the meeting, the members of the Group discussed the draft laws and unanimously approved the package of normative acts on consultations. According to the Package of Laws, the Moldovan Parliament will consult with the Gagauz legislature on issues related to autonomy in the process of drafting laws. The Package also establishes that ATU Gagauzia will consult central public authorities on different issues in various fields.

At the same time, they discussed other priorities of the Working Group and decided on the topics that need further elaboration and next steps.

The Working Group on ensuring, within the framework of constitutional norms, the functionality of the autonomous territorial unit of Gagauzia and the legislative provisions of the Republic of Moldova in relation to the special status of ATU Gagauzia was established in 2015 at the initiative of the Speaker of the Parliament. The Working Group is a platform for a permanent dialogue between the Parliament of the Republic of Moldova and the People’s Assembly of Gagauzia, composed of an equal number of legislators from Chisinau and Comrat. Regular meetings of the Working Group are facilitated by the CMI – Martti Ahtisaari Peace Foundation in the framework of the “Gagauzia Dialogue” project, funded by Sweden, which provides expertise and good offices to the dialogue process.
