On October 25, 2022, CMI – Martti Ahtisaari Peace Foundation in cooperation with Eurac Research organized a capacity building workshop on political, legal and institutional aspects of territorial autonomies. The event was attended by members of the Parliamentary Working Group on Gagauzia (PWG), representatives of the PWG Secretariat, Executive Committee of Gagauzia, national and international CMI experts, experts on autonomy issues from Eurac Research, South Tirol, Italy.
During the workshop, experts from Eurac Research, Elisabeth Alber, Head of the Research Group, and Sergiu Constantin, presented international practices related to delineation and transfer of competences, giving the examples of South Tirol, the Basque Country, Wales and the Aland Islands. At the same time, the speakers talked about the types of transfers of competences in political, legal and institutional dimensions.
The experts stated that for proper functioning of arrangements related to transfer of competences, institutional support, stable and flexible legal pillars as well as a solid political foundation are needed.
The participants learned about international practices in the field of clarification of competences and tools for territorial governance from the comparative perspective. At the same time, MPs deepened their knowledge of mechanisms for cooperation, coordination and conflict resolution. They stated that the information was very useful and that this general framework of good practices in terms of functioning of other autonomies will help them in setting priorities and subsequently in implementing the Agenda of the Group. MPs said that it is necessary to continue such activities in order to enrich the knowledge of other topics related to functioning of autonomies as well.
It is always good to take examples from other countries, but let us try to be creative and to find solutions that better fit the context of the Republic of Moldova.
